Can a certification body revoke a licence without giving a reason?

The fact that the decision was communicated retroactively already speaks volumes. GMP+ International prepared for this decision without consulting us and finding out any information.

We have written 10 letters to GMP+ with a request to change our decision or at least explain the reasons for the withdrawal of our license. We needed to find out what claims GMP+ International had against the operation of our quality management system which is accredited by DAkkS according to ISO17065. It's time to take stock of the situation with the unilateral withdrawal of the GIC license by GMP+ International.

We never thought that by fully complying with the requirements of GMP+, DAkkS, and the IAF the company could be at risk. However, on 31 May we were notified that we had to stop working with new customers from 15 May and that the company's license would be withdrawn and all certificates issued to it would be cancelled from 31 December.
Unfortunately, despite our inquiries to the TOP management of GMP+ International, no one has been able to explain to us the reasons for the withdrawal of our license. Instead, the commercial staff of GMP+ International engaged in a series of actions aimed at contacting the market, the purpose of which was to undermine our reputation as a certification body. This is in direct violation of the basic principles of objectivity, impartiality and independence.

We have received no response to our proposal to conduct an extraordinary audit of our system and make sure of the quality of our work.

Only one thing is clear: GMP+ International has NO CLAIMS about our work, otherwise they would have been expressed.

Consequently, this decision has been made on the basis of other factors which are not related to the quality of the certification body's work.

What are the reasons for this decision?

It is difficult for us to speak about this, probably it is connected with political aspects. Perhaps this is an element of the market strategy aimed at diminishing the number of certification bodies. It may also be related to GMP+ International's withdrawal from the certification system as a whole, namely the termination of relations with an accreditation body such as DAkkS, which took place in July 2022, and the withdrawal from the IAF. These are organizations that are the legislators and arbiters of the certification business around the world.

Perhaps these are elements of non-financial regulation of the developing country feed market by the certification scheme holder. We have not found that out and will never find out.

In any case, it is the implementation of one of the development steps of the GMP+ International strategy. Given that GIC GmbH was not the first certification body to have its license withdrawn, we do not exclude the possibility of other certification bodies having their licenses withdrawn for reasons beyond their control. All certification bodies working with GMP+ International should be aware that they are in an area of risk beyond their control.

How does this affect customers and market relations?

To save our reputation, we have negotiated with many certification bodies to transfer our clients to their databases.

However, many certification bodies simply do not have all the necessary accreditations and personnel to conduct audits in our nine countries of active presence. For some clients, we have been able to find a solution, but most of our clients will leave the GMP+ certification scheme due to the unfounded decision of GMP+ International on 1 January 2023.

Due to the inability to maintain the certification scheme, many companies, in emerging markets, will not be able to export their products and maintain competition in the EU feed market. Such regulation will lead to higher feed costs and consequently higher food prices.

What next?

We will continue to work in the certification business and as soon as we find a suitable solution we will inform everyone individually!
